Re-creates the State Board of Licensure for Professional Engineers and Land Surveyors, amending 59 O.S. 2001, Section 475.3

Changes the board's termination date from July 1, 2010 to July 1, 2014 under the Oklahoma Sunset Law

Board composition remains four professional engineers, two professional land surveyors (at least one not an engineer), and one lay member, all appointed by the Governor with Senate consent

Board members must file oaths with the Secretary of State; engineers and surveyors serve six-year terms with staggered expirations, while the lay member serves at the Governor's pleasure

Vacancies may be filled by the Board with a provisional member if the Governor does not act within three months
