Authorizes the Adjutant General to receive and expend donated funds or state appropriations for mementos, presentations, and events promoting the Military Department and Oklahoma National Guard, limited to $300 per occasion and $2,500 annually.

Establishes a joint headquarters structure for the Military Department with separate Army and Air National Guard branches instead of separate departments.

Authorizes the Adjutant General to determine compensation, benefits, and policies for National Guard members in active state service without legislative specification of rates.

Expands the Oklahoma National Guard Relief Program to provide financial, morale, welfare, and recreation support; allows the Adjutant General to appoint review board members and establish procedures instead of fixed statutory membership.

Permits armory board funds to be expended for furnishings and extends board control authority to additional facilities; allows non-citizens to be enlisted in the National Guard.
