Amends Oklahoma teacher licensure and certification system to be competency-based rather than credit hour-based, with competencies integrated into teacher preparation standards.

Modifies school principal certification requirements to include a master's degree, approved education administration program emphasizing curriculum and instruction, subject area competency exam, and minimum 2 years of successful teaching experience in accredited schools.

Modifies superintendent certification requirements to include principal certification or equivalent, approved district-level leadership program with competencies in instructional leadership, organizational leadership, educational finance/law, collaborative leadership, and ethical leadership, plus minimum 2 years administrative experience.

Establishes alternative certification pathway for superintendents and principals requiring master's degree, 2 years relevant work experience in supervisory/administrative capacity, competency exam, and completion of alternative administrative preparation program within 3 years; alternative certificates limited to 3 years and non-renewable.

Declares emergency effective upon passage and approval.
