• Amends Oklahoma law regarding underage drinking by prohibiting persons from knowingly and willfully allowing individuals under 21 years old to possess or consume alcoholic beverages or controlled dangerous substances on their property.

• Increases felony penalties when violation results in great bodily injury: imprisonment up to 10 years and/or fines between $2,500-$5,000.

• Establishes enhanced felony penalties when violation results in death: imprisonment of 5 years to life imprisonment and fines between $5,000-$20,000.

• Effective date: November 1, 2010.
