Changes the maximum number of semesters a teacher may be hired on a temporary contract from three to four semesters.

Exempts teachers hired to replace those on approved leave of absence and retired members of the Teachers' Retirement System of Oklahoma from the four-semester limit.

Removes the exception for licensed teachers in resident teacher positions, who previously could be hired for one additional year beyond their resident year on temporary contracts.

Requires school districts to provide full written disclosure of temporary contract terms at the time a position is offered, or the teacher is considered employed on a continuing contract basis.

Effective July 1, 2010, with an emergency declaration for immediate implementation.
