Amends 19 O.S. Section 339 to expand county commissioners' powers to include entering into cooperative agreements with federal, state, and municipal entities to minimize costs and working with the National Association of Counties Prescription Drug Discount Program.

Adds new subsection allowing county commissioners to work with federal, state, municipal, and public school district properties to minimize costs to such entities.

Amends 19 O.S. Section 902.8 relating to rural road improvement districts to clarify that district boards may establish rules and regulations for construction and maintenance of roads, culverts, and drainage projects.

Makes act effective July 1, 2010, with an emergency clause declaring the act takes effect immediately upon passage and approval.
