Requires the Office of State Finance to maintain a public website documenting all federal stimulus fund disbursements from the American Recovery and Reinvestment Act of 2009, with searchable functionality and export capabilities in standardized formats.

Requires state agencies to submit detailed budget reports including employee and resource listings for financial services (procurement, payroll, accounts receivable, accounts payable), with exemptions for higher education entities, and establishes a financial services cost performance assessment by January 1.
