ENGR. H. B. NO. 2316 Summary

• Amends the Anti-Caller ID Spoofing Act by adding definitions for "spoofing calling card" (actual or virtual card allowing callers to enter false caller identification information) and "spoofing services" (web-based service with same capability).

• Makes it unlawful for any person or entity to knowingly sell or offer to sell spoofing calling cards or services to callers who use them to insert false information into caller identification systems with intent to mislead, harass, defraud, or deceive call recipients.

• Establishes criminal penalties of up to one year in county jail and/or fines up to $10,000 per incident for violations.

• Designates violations as violations of the Oklahoma Consumer Protection Act in addition to criminal penalties.

• Effective date: November 1, 2010.
