Amends 47 O.S. 2001, Section 1-107.4 to define "Class D motor vehicle" as vehicles under 26,001 pounds GVWR, authorized emergency vehicles, recreational vehicles, farm vehicles over 26,001 pounds meeting specific criteria, and licensed local government employees operating snow/ice removal vehicles under certain conditions.

Excludes Class D designation from vehicles designed to carry 16 or more passengers and vehicles required to be placarded for hazardous materials, except farm vehicles which retain Class D status even if hazardous material placarding is required.

Amends 47 O.S. 2001, Section 1-135 to redefine "motorcycle" as any motor vehicle with a seat for each rider, not more than three wheels in contact with ground (excluding tractors), and a combustion engine with piston or rotor displacement greater than 150 cubic centimeters or greater.

Creates the "Casey Lewis Act" as a noncodified section of law related to traffic safety and vehicle operation regulations.

Modifies 47 O.S. 2001, Section 11-402 regarding left turns at intersections, establishing that drivers must yield to oncoming vehicles when initiating left turns, with an effective date of November 1, 2010.
