Modifies motor vehicle compulsory liability insurance verification system by removing deadlines for pilot projects and web-based portal implementation, allowing the online verification system to operate indefinitely once established

Requires law enforcement officers to access the online verification system during traffic stops to establish insurance compliance and issue citations if noncompliance is confirmed, prohibiting insurance verification as a primary reason to stop vehicles

Authorizes seizure and towing of uninsured vehicles when law enforcement has probable cause that a vehicle is not insured as required by the Compulsory Insurance Law, but prohibits towing if a valid security verification form is produced and compliance is confirmed

Modifies vehicle impoundment notice procedures by requiring Department of Public Safety to notify owners and lienholders within three days of receiving impound information, instead of five days, and clarifies terminology from "removal" to "impoundment"
