Creates the Oklahoma Livestock Care Standards Board to establish standards governing the care and well-being of livestock and poultry in Oklahoma, with authority to sunset on July 1, 2016.

Establishes a 13-member Board including the Agriculture Commissioner (Chair), State Veterinarian, deans from Oklahoma State University's agriculture and veterinary medicine programs, legislative committee chairs, and gubernatorial appointees representing livestock industries, equine industry, a humane society, and consumers.

Board members serve progressive initial terms of 1-5 years (subsequent terms are 5 years) with a maximum of two consecutive terms; Board must meet at least once annually and comply with Oklahoma Open Meeting and Open Records Acts.

Oklahoma Department of Agriculture, Food, and Forestry shall administer and enforce Board-recommended standards, while the State Board of Agriculture shall promulgate rules; standards must consider agricultural best management practices, biosecurity, disease prevention, food safety, and local food supply protection.

Board members receive no compensation but are entitled to travel reimbursement; legislative members reimbursed under Title 74 Section 457, and other members under the State Travel Reimbursement Act.
