Authorizes individuals age 21 or older to produce low-point beer, beer, cider, and wine for personal use upon obtaining an annual personal use permit from the Alcoholic Beverage Laws Enforcement Commission.

Limits personal use production to less than 200 gallons per calendar year for each type of beverage authorized under the permit.

Prohibits the sale or offering for sale of any beverage made pursuant to a personal use permit.

Exempts low-point beer produced under a valid personal use permit from the state excise tax on beer.

Makes language gender neutral throughout the statute and clarifies that beverages made under personal use permits may be transported to and consumed at organized competitions, tastings, and exhibitions.
