Amends Section 69, Chapter 421, O.S.L. 2009 to reduce the Oklahoma Health Care Authority appropriation from $581,040,412.00 to $469,389,576.00 for fiscal year ending June 30, 2010.

Authorizes transfer of $114,650,836.00 from the American Recovery and Reinvestment Act Fund (490) to the CMIA Programs Disbursing Fund (340) for the Oklahoma Health Care Authority.

Appropriates $30,000,000.00 from the Constitutional Reserve Fund for the Oklahoma Health Care Authority.

Exempts all appropriations and authorized transfers from fiscal year 2010 agency category and budget limits.

Declares an emergency, making the act effective immediately upon passage and approval.
