HB 2354: State Board of Education Appropriations

• Appropriates funds to the State Board of Education from multiple sources including the General Revenue Fund, Education Reform Revolving Fund, Common Education Technology Revolving Fund, Mineral Leasing Fund, Oklahoma Education Lottery Trust Fund, and Special Cash Fund for fiscal year ending June 30, 2011

• Authorizes expenditure of Education Stabilization funds from the American Recovery and Reinvestment Act for a 30-month period following the effective date

• Allocates appropriated funds across numerous education programs including financial support for public schools, teacher health benefits, retirement credits, staff development, alternative education, early intervention, textbooks, and specialized programs

• Designates specific funding allocations and full-time-equivalent employee limits for State Department of Education operations, with detailed budget requirements by category

• Becomes effective July 1, 2010, with an emergency clause to take effect immediately upon passage and approval
