Amends Oklahoma law requiring school districts to submit annual student needs assessments and alternative education plans to the State Board of Education, which must compile findings into a report for the Speaker, President Pro Tempore, and Governor.

Requires school districts to submit annual expenditure reports by July 1 detailing all spending on alternative education programs for the previous fiscal year.

Directs urban school districts with high populations of at-risk elementary students to expand their needs assessments and education plans to include elementary-level alternative education services, contingent on legislative appropriation of state funds.

Implementation of elementary alternative education expansion is delayed until Oklahoma's current expenditure per pupil reaches at least 90% of the regional average (Arkansas, Colorado, Kansas, Missouri, New Mexico, Oklahoma, and Texas combined) and funds are appropriated.

Becomes effective July 1, 2010, with an emergency clause allowing immediate effect upon passage and approval.
