Allocates $5,000,000 from Department of Human Services appropriations to fund the state over-match for congregate and home-delivered meals in the senior nutrition program.

Transfers $2,800,000 from Department of Human Services funds to the Child Abuse Multidisciplinary Account (CAMA) for distribution according to the formula in Oklahoma Statutes Title 10A, Section 1-9-104.

Makes CAMA expenditure information and any contracted organizations subject to the Oklahoma Open Records Act.

Appropriates all federal monies received during fiscal year ending June 30, 2010, from the Temporary Assistance to Needy Families Block Grant and Child Care and Development Fund Block Grant to the Department of Human Services.

Restricts Commission for Human Services from finalizing fiscal year 2012 provider rates until the end of the first session of the 53rd Oklahoma Legislature, and prohibits changes to fiscal year 2011 rates after January 1, 2011, except in emergencies or when required by law.

Allows interyear transfer of funds between fiscal years 2010 and 2011 with specific encumbrance and expenditure deadlines, and permits early tax collection transfers to address cash-flow problems.

Became effective July 1, 2010, with an emergency clause allowing immediate effect upon passage and approval.
