Establishes maximum full-time-equivalent (FTE) employee limits for fiscal year ending June 30, 2011 for 66 state agencies, boards, commissions, and departments, with limits ranging from 3.0 FTEs (Bond Advisor, Indian Affairs Commission) to 7,919.0 FTEs (Department of Human Services).

Exempts employees paid solely by grant funds from counting against an agency's FTE limitation under Title 74, Section 3603 of Oklahoma Statutes.

Becomes effective July 1, 2010 and declares an emergency to allow immediate implementation upon passage and approval.
