Appropriates funds to the Oklahoma Arts Council from the General Revenue Fund for the fiscal year ending June 30, 2011, with budget categories for Public/Private Partnerships and Learning and the Arts programs.

Requires the Oklahoma Arts Council to develop outcome-based performance measures for each budget category and sets full-time-equivalent employee limitations at 0.0 positions.

Establishes fund budgeting rules allowing appropriations to be budgeted for FY-11 or FY-12, with encumbrance deadlines of June 30 and expenditure requirements by November 15 of each year.

Becomes effective July 1, 2010, with emergency clause declaring immediate necessity for preservation of public peace, health, and safety.

Authorizes the Oklahoma Arts Council to set employee duties and compensation, with the Chief Administrative Officer's salary not to exceed a specified amount per annum.
