Appropriates funds from the General Revenue Fund and Oklahoma Education Lottery Trust Fund to the State Board of Career and Technology Education for fiscal year ending June 30, 2011, with specific dollar amounts to be determined.

Establishes budget categories for allocation including Business/Industry/Adult Education, Local Schools Support, Statewide Services, Administration/Data Processing, and Inmate and Skills Centers, requiring the board to develop outcome-based performance measures.

Authorizes vocational education teacher grants in tiered amounts and limits teacher salary compensation to two additional months beyond the school year, with additional months calculated at one-tenth of the base salary.
