Appropriates funds to the State Board of Education from the General Revenue Fund, Education Reform Revolving Fund, Common Education Technology Fund, Mineral Leasing Fund, and Oklahoma Education Lottery Trust Fund for fiscal year ending June 30, 2011.

Authorizes expenditure of funds from the American Recovery and Reinvestment Act Education Stabilization component with a 30-month encumbrance and expenditure period from the effective date.

Allocates appropriated funds to specific education programs including Alternative and High Challenge Education, staff development, early intervention services, parent training, school lunch programs, and administrative costs for the State Department of Education.

Establishes that full-time-equivalent employee positions are set at specific levels with designations for positions supporting the Early Intervention Program, Parent Training Program, School Testing Program, and support personnel coordination.

Provides effective date of July 1, 2010 with emergency declaration to take effect immediately upon passage and approval.
