Modifies Ethics Commission duties to make forms and materials available through its website rather than distribute physical copies to county election boards and political subdivisions.

Changes deposit of late filing fees so the first $25,000 per calendar year goes to the Ethics Commission Fund, with amounts exceeding $25,000 deposited in the General Revenue Fund.

Revises campaign contribution and expenditure report requirements, including changes to signature certification procedures for candidates and treasurers filing reports.

Updates penalty deposit provisions to direct fines, forfeitures, and other penalties collected by the Commission to the General Revenue Fund instead of the Ethics Commission Fund.

Repeals 51 O.S. 2001, Section 305.1 regarding distribution of forms and materials by the Commission; effective July 1, 2010, with emergency clause for immediate implementation.
