Appropriates funds to the Office of the Governor from the General Revenue Fund for fiscal year ending June 30, 2011, amount to be determined

Allows appropriations to be budgeted for either FY-11 or FY-12, with specific encumbrance and expenditure deadlines (November 15 for each year respectively)

Permits unencumbered FY-11 funds to be rebudgeted for FY-12 after agency submits approved budget revision to Office of State Finance

Becomes effective July 1, 2010, with emergency clause allowing immediate effect upon passage and approval
