Appropriates funds to the Office of the Lieutenant Governor from the General Revenue Fund for the fiscal year ending June 30, 2011.

Allows appropriations to be budgeted for either FY-11 or FY-12, with specific encumbrance and lapse deadlines (November 15 for each respective year).

Establishes that funds budgeted for FY-11 may be re-budgeted for FY-12 only after submission and approval of a budget work program revision by the Office of State Finance.

Prohibits simultaneous budgeting of the same appropriations in both fiscal years.

Requires unencumbered funds not spent by the lapse deadline to revert to the proper fund for the current fiscal year.
