Appropriates funds to the Office of the Lieutenant Governor from the General Revenue Fund for fiscal year ending June 30, 2011.

Allows appropriated funds (excluding capital outlay) to be budgeted for either FY-11 or FY-12, but not both simultaneously.

Establishes spending deadlines: FY-11 funds must be encumbered by June 30, 2011 and expended by November 15, 2011; FY-12 funds must be encumbered by June 30, 2012 and expended by November 15, 2012.

Any unspent funds after the expenditure deadlines lapse to the proper fund of the current fiscal year.

Permits unspent FY-11 funds to be rebudgeted for FY-12 with agency approval and Office of State Finance authorization.
