Appropriates funds to the Office of the Secretary of State from the General Revenue Fund for fiscal year ending June 30, 2011, with specific dollar amount to be filled in.

Establishes spending rules: FY-11 appropriations may be budgeted for FY-11 or FY-12, must be encumbered by June 30 of respective year, and must be expended by November 15 of the following year or lapse back to the fund.

Allows agencies to re-budget unused FY-11 funds into FY-12 after submitting and receiving approval of a budget revision from the Office of State Finance.

Effective date is July 1, 2010, and declares an emergency to allow the act to take effect immediately upon passage and approval.
