Appropriates funds to the Oklahoma Space Industry Development Authority from the General Revenue Fund for the fiscal year ending June 30, 2011, to be transferred to the Authority's Revolving Fund.

Requires the Authority to budget all funds in specified categories (General Operations at $0.00) with identified appropriation amounts for FY-11.

Sets budgetary limitations including 0.0 full-time-equivalent employees and $0.00 for lease-purchase agreements for FY-11.

Allows appropriations to be budgeted for either FY-11 (encumbered through June 30, 2011 and expended by November 15, 2011) or FY-12 (encumbered through June 30, 2012 and expended by November 15, 2012), but not both simultaneously.

Permits unused FY-11 funds to be budgeted for FY-12 after submission and approval of a budget work program revision by the Office of State Finance.
