Authorizes the Oklahoma Health Care Authority to transfer $30,000,000 from its 245 Fund to its 340 Fund as necessary to perform its statutory duties.

Permits the Director of the Office of State Finance to transfer monies from the General Revenue Fund and 245 Fund to the Authority's disbursing funds in amounts requested, not to exceed cumulative equal monthly allotments.

Allows interyear transfers of appropriations between fiscal year 2010 and fiscal year 2011, provided equal amounts are transferred back to maintain balance across fiscal years.

Requires the Oklahoma Health Care Authority to maintain written records of all interyear transfers and submit transfer requests in writing to the Director of the Office of State Finance.

Permits the Authority Director to request early transfer of tax collections through the Director of the Office of State Finance to address cash-flow problems; becomes effective July 1, 2010 with emergency clause.
