Appropriates funds to the Department of Mental Health and Substance Abuse Services for fiscal year ending June 30, 2011, with specific budget allocations across categories including Central Administration, Inpatient Hospital, Community-based Programs, Substance Abuse Programs, Co-Occurring Programs, and Residential Care Programs.

Authorizes expenditure of American Recovery and Reinvestment Act (ARRA) funds from the 490 Fund to support Department operations and duties.

Establishes budgetary limitations including full-time-equivalent employee caps and lease-purchase agreement limits, with provisions for minimum reimbursement rates for residential care facilities.

Directs the Department to set aside minimum funds for purchase of newer generation medications and Programs for Assertive Community Treatment (PACT) teams, with required progress reports to legislative leadership by April 1, 2011.
