Appropriates funds to the Oklahoma Human Rights Commission for fiscal year ending June 30, 2011 from the General Revenue Fund to perform duties imposed by law.

Requires the Commission to budget all funds across three categories: Administration, Enforcement and Compliance, and Community Relations, with specified dollar amounts.

Directs the Commission to develop outcome-based performance measures for each budget category.

Sets budgetary limitations on full-time-equivalent employees and expenditures for FY-11, excluding capital and special projects.

Establishes encumbrance and lapse provisions for appropriated funds, allowing budget carryover to FY-12 only after Office of State Finance approval and requires unexpended funds to lapse after specified deadlines.
