Imposes restrictions on provider rate changes: the Commission for Human Services cannot finalize FY 2011 rates until the end of the 1st Session of the 53rd Oklahoma Legislature, and cannot change FY 2010 rates after January 1, 2011, except in emergencies or when legally required.
