Appropriates funds to the Oklahoma Indian Affairs Commission from the General Revenue Fund for fiscal year ending June 30, 2011.

Requires the Commission to develop outcome-based performance measures for each budget category and establish budgetary limitations on full-time-equivalent employees and expenditures.

Authorizes appropriated funds to be budgeted for either FY-11 (with November 15, 2011 expenditure deadline) or FY-12 (with November 15, 2012 expenditure deadline), but not both simultaneously.

Sets the Director's salary and establishes procedures for budget work program revisions when transferring unspent FY-11 funds to FY-12.

Declares an emergency and makes the act effective July 1, 2010, to take effect immediately upon passage and approval.
