Appropriates funds to the Alcoholic Beverage Laws Enforcement Commission from the General Revenue Fund for fiscal year ending June 30, 2011.

Requires the Commission to budget appropriated funds across five categories: Administrative Services, Business Office, Enforcement, Motor Vehicle Operations, and Alcohol Education.

Sets limitations on the Commission's Director salary at $0.00 per annum and establishes budgetary constraints on full-time-equivalent employees and lease-purchase agreements.

Permits appropriated funds (excluding capital outlay) to be budgeted for FY-11 or FY-12, with encumbrances ending June 30 of their respective fiscal year and unspent funds lapsing after November 15.

Becomes effective July 1, 2010, and is declared an emergency measure to take effect immediately upon passage and approval.
