Appropriates funds to the Office of the Attorney General for fiscal year ending June 30, 2011, with amounts to be specified in budget categories including General Operations, Legal Services, Court-Appointed Special Advocate, Financial Fraud, Medicaid Fraud Control, Workers' Compensation Fraud, Domestic Violence Unit, Vines Grant, and Tobacco Enforcement Unit.

Authorizes the Office of the Attorney General to transfer funds not to exceed a specified amount from the Evidence Fund (700 Fund) to the Revolving Fund (200 Fund) during fiscal year 2011.

Requires the Office of the Attorney General to develop outcome-based performance measures for each budget category and sets budgetary limitations on full-time-equivalent employees and expenditures.

Establishes fund budgeting procedures allowing appropriations to be budgeted for either fiscal year 2011 or 2012, with funds from FY-11 requiring encumbrance by June 30, 2011, and expenditure by November 15, 2011, or lapse to the proper fund.

Becomes effective July 1, 2010, with emergency clause allowing the act to take effect immediately upon passage and approval.
