Appropriates $0.00 to the Department of Corrections for fiscal year ending June 30, 2011 to perform duties imposed by law.

Establishes budget categories for agency operations including general operations, central office, regional offices, medical services, prison operations, contracted services, and community corrections.

Authorizes Department of Corrections to use prison inmates for state agency construction projects with written agreements regarding security, liability, funding, and public safety.

Allows appropriations to be budgeted in either FY-11 or FY-12, with funds from FY-11 requiring encumbrance by June 30, 2011 and expenditure by November 15, 2011.

Effective July 1, 2010, with emergency clause allowing immediate effect upon passage and approval.
