Appropriates funds to the Oklahoma Department of Corrections for fiscal year ending June 30, 2011, with all budget categories listed at $0.00.

Authorizes the Department of Corrections Director to set employee duties and compensation, with the Director's salary not to exceed $0.00 per annum, subject to specified budgetary limitations on full-time-equivalent employees and expenditures.

Permits the Department of Corrections to use prison inmates for state agency construction projects under written agreements addressing liability, funding, security classification, and public safety, provided inmates do not replace existing state employees.

Establishes that appropriations may be budgeted for fiscal year 2011 or 2012, with funds budgeted for FY-11 requiring encumbrance by June 30, 2011 and expenditure by November 15, 2011, and funds budgeted for FY-12 requiring encumbrance by June 30, 2012 and expenditure by November 15, 2012.

Declares an emergency and makes the act effective July 1, 2010.
