Appropriates funds to the Court of Criminal Appeals for fiscal year ending June 30, 2011, to perform duties imposed by law.

Authorizes the Court of Criminal Appeals to employ temporary employees as needed to maintain timely disposition of criminal appeal cases, exempt from full-time-equivalent employee limitations.

Sets budgetary limitations on full-time-equivalent employees at 0.0 and lease-purchase agreements at $0.00 for fiscal year 2011.

Allows appropriated funds to be budgeted for fiscal year 2011 or 2012, with encumbrance deadlines of June 30 for each respective year and expenditure deadlines of November 15.

Takes effect July 1, 2010, with an emergency clause declaring immediate necessity for public peace, health, and safety.
