Directs the Director of the Office of State Finance to transfer $100,000 from the Drug Money Laundering and Wire Transmitter Revolving Fund (220 Fund) of the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control to the Special Cash Fund of the State Treasury.

Appropriates $100,000 from the Special Cash Fund to the Oklahoma Indigent Defense System to perform duties imposed upon it by law.

Declares an emergency, making the act effective immediately upon passage and approval.
