Appropriates funds to the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control for the fiscal year ending June 30, 2011.

Requires the agency to budget funds across specified categories: Administrative Services, Enforcement, Wire Intercept/Drug Interdiction, Diversion, and Information Technology/Communications.

Establishes budgetary limitations on full-time-equivalent employees and lease-purchase agreements, with full-time-equivalent employees paid solely by grant funds exempted from counting against agency limits.

Authorizes transfer of up to $200,000 to a special agency account for purchasing controlled dangerous substances as evidence, paying informer fees, and other narcotic enforcement expenses.

Makes the bill effective July 1, 2010, with emergency clause allowing it to take effect immediately upon passage and approval.
