Appropriates funds to the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control for fiscal year ending June 30, 2011, with specific budget categories for Administrative Services, Enforcement, Wire Intercept/Drug Interdiction, Diversion, and Information Technology/Communications.

Establishes budgetary limitations on full-time-equivalent employees and expenditures, subject to Section 3603 of Title 74 of the Oklahoma Statutes regarding capital and special projects.

Allows up to $200,000 to be transferred to an agency special account for purchasing controlled dangerous substances as evidence, informant fees, and expenses related to apprehending and convicting violators of state drug laws.

Permits appropriations to be budgeted for either FY-11 or FY-12 with specific encumbrance and expiration dates; FY-11 funds must be expended by November 15, 2011, and FY-12 funds by November 15, 2012.

Becomes effective July 1, 2010, with an emergency clause declaring immediate necessity for preservation of public peace, health, and safety.
