Requires the Supreme Court to set employee duties and compensation by majority vote of justices, and the Court of Civil Appeals to set employee duties and compensation subject to Supreme Court approval.

Establishes budgetary limitations for fiscal year 2011 including 0.0 full-time-equivalent employees and $0.00 for lease-purchase agreements, excluding capital projects and lawful State Judicial Fund expenditures.

Effective date is July 1, 2010, with an emergency clause allowing the act to take effect immediately upon passage and approval.
