Amends the Petroleum Storage Tank Indemnity Fund law to allow the Corporation Commission Administrator to transfer funds from the Petroleum Storage Tank Indemnity Fund to the Corporation Commission Revolving Fund for performing legislative duties.

Authorizes transfer of up to $1,200,000 from the Petroleum Storage Tank Indemnity Fund to Corporation Commission Fund "202" for general purposes.

Transfer authorization and expenditure provisions remain in effect until June 30, 2011.

Declares an emergency, making the act effective immediately upon passage and approval.
