Establishes budget limitations for the commission including full-time-equivalent employees (0.0 FTE) and lease-purchase agreements ($0.00) for FY 2011.

Allows appropriated funds to be budgeted for either FY 2011 or FY 2012, with expenditure deadlines of November 15, 2011 or November 15, 2012 respectively.

Funds not budgeted for both fiscal years simultaneously; unspent FY 2011 funds may be rebudgeted for FY 2012 with Office of State Finance approval.

Becomes effective July 1, 2010 with emergency clause to ensure immediate implementation upon passage and approval.
