Consolidates three Department of Labor revolving funds (Workers' Compensation Enforcement, Safety Standards, and Elevator Safety) into a single Department of Labor Revolving Fund effective July 1, 2010.

Redirects revenue from boiler and pressure vessel safety fees, workers' compensation enforcement penalties, and elevator safety fees into the consolidated Department of Labor Revolving Fund rather than separate accounts.

Repeals Section 6, Chapter 207, O.S.L. 2006, which established the separate Elevator Safety Revolving Fund.

Maintains existing fee structures for boiler/pressure vessel inspections, workers' compensation penalties (up to $250 for first offense, $1,000 for subsequent offenses), and elevator licensing and certification.

Declares an emergency effective date of July 1, 2010, allowing the act to take effect immediately upon passage and approval.
