Makes an appropriation to the Oklahoma Tourism and Recreation Department from the General Revenue Fund for the fiscal year ending June 30, 2011, with all budget categories listed at $0.00.

Establishes budgetary limitations on full-time-equivalent employees and expenditures for the department, excluding capital and special projects authorized under Oklahoma Statutes Section 3603.

Allows appropriations to be budgeted for either fiscal year 2011 or 2012, with specific encumbrance and lapse provisions (funds must be expended by November 15 of the respective fiscal year).

Contains an emergency clause declaring an emergency exists and the act takes effect immediately upon passage and approval.

Effective date is July 1, 2010.
