Amends Oklahoma's Uniform Controlled Dangerous Substances Act to require the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control to compile yearly reports on all fatal and nonfatal drug overdoses statewide.

Requires all registrants under the Anti-Drug Diversion Act to report persons appearing at medical facilities with drug overdoses to the central repository, with determination made solely at treating medical professional's discretion.

Makes information submitted to the central repository regarding nonfatal overdoses confidential and strictly limited to the Bureau Director, Chief Medical Examiner, and the registrant who entered the information.

Designates specific persons with access to central repository information, including state peace officers, DEA officials, executive directors of state professional boards, and multicounty grand juries.

Provides that registrants are not liable for damages for accessing or failing to access central repository information, and grants exemption from liability for reported nonfatal overdose information, effective November 1, 2010.
