Amends 59 O.S. 2001, Section 3021 regarding the Elevator Safety Act, effective November 1, 2010

Modifies exemptions from elevator licensing requirements to include existing buildings of not more than two floors owned by a municipal public trust used solely for independent living apartments for persons 62 years or older

Exempts elevators in federal buildings, private residences, and industrial/manufacturing facilities from licensing requirements, but allows voluntary inspection for a fee at owner request

Clarifies that inspection of exempt elevators does not trigger other Elevator Safety Act requirements for the property owner

Maintains that local governments may enact more stringent licensing and safety standards than state requirements
