Amends the Sex Offenders Registration Act (57 O.S. Section 590) regarding residential restrictions for registered sex offenders near schools, parks, playgrounds, and child care centers

Removes the terms "willfully" and "intentionally" from the criminal violation provision, broadening the circumstances under which a sex offender can be prosecuted for moving within 2,000 feet of prohibited locations

First offense remains a felony punishable by up to $3,000 fine and/or 1-3 years imprisonment; second or subsequent offenses carry up to $3,000 fine and/or minimum 3 years imprisonment

Effective date: November 1, 2010
