Amends Oklahoma law regarding confidentiality of municipal court records by requiring courts to keep personal identifying information of parties confidential.

Requires protective orders withholding materials from public records to include a statement of necessity, specific identification of withheld material, and sealed envelope procedures marked "CONFIDENTIAL."

Designates the following information as confidential in municipal court cases: credit card numbers, social security numbers, and bank account numbers.

Allows exception for disclosure of personal identifying information to the Oklahoma Tax Commission for purposes of collecting municipal court fees.

Becomes effective November 1, 2010.
