• Modifies Section 51-211 of the Oklahoma Municipal Employee Collective Bargaining Act to require an election for board certification of an employee organization as exclusive bargaining representative.

• Eliminates the previous procedure allowing certification without an election based on administratively acceptable evidence of majority authorization.

• Requires a 30% showing of interest from municipal employees to petition for a representation election, and 50% showing of interest to petition for decertification.

• Specifies that the Public Employees Relations Board must conduct an election within 30 days of receiving a valid petition unless insufficient support is demonstrated.

• Effective date: November 1, 2010.
