Modifies the Nine-One-One Wireless Emergency Number Act by excluding prepaid wireless telecommunications services from the monthly $0.50 per-connection wireless fee collected by service providers and remitted to counties.

Imposes a new $0.50 per retail transaction fee on prepaid wireless telecommunications services collected by sellers at point of sale and remitted to the Oklahoma Tax Commission.

Directs the Oklahoma Tax Commission to distribute 98% of prepaid wireless fees to eligible governing bodies based on population, retain 2% for administrative costs, and retain up to $300,000 in implementation costs in the first fiscal year.

Requires prepaid wireless fees be separately stated on invoices and excluded from sales tax calculations; establishes seller registration and payment procedures aligned with Oklahoma Sales Tax Code.

Restricts use of all collected fees to nine-one-one emergency wireless telephone services including automatic number identification and automatic location information services.
